Job Description
The Aba Master Plan project entails the following key components:

– Visual and cartographic representations of land use zoning in quantifiable segments, based on urban and rural function criteria at a scale of 1:30,000
– Detailed guidelines for current and future land use, as well as land resource conservation, incorporating input from neighboring LGAs, states, and national development plans
– Establishment of planning standards specific to the project area, aligning with state and national criteria and integrating the vision of the Greater Aba Development Authority (GADA)
– Formulation of strategies and organizational frameworks for plan implementation, including collaboration with community and investor groups
– Drafting of a preliminary budget for municipal investments required, along with strategies for private sector involvement and potential funding sources for plan execution
– Development of a monitoring and evaluation framework for the Master Plan, with defined targets and performance indicators for ongoing assessment and long-term impact evaluation

Responsibilities
In this role, the Urban Planner / Technical Advisor for the Aba Masterplan will be tasked with:

– Engaging with relevant stakeholders to ensure project progress
– Collaborating with government officials and project teams for data collection and stakeholder engagement
– Coordinating technical team activities and ensuring deliverables meet quality standards and timelines
– Supporting fundraising efforts at the state level in collaboration with UN-Habitat, GADA, and the Ministry of Lands and Survey
– Overseeing the development of the Master Plan through participatory processes and adherence to the established work plan
– Providing technical assistance for report preparation, data analysis, and integration of feedback from stakeholders

Qualifications / Education

– Advanced degree in Urban Planning, Urban Development, Economics, Social Sciences, or related field
Work Experience:

– Minimum of five years of experience in urban planning, research, and policy analysis at various levels
– Proficiency in networking, project management, and policy formulation
– Strong analytical, reporting, and presentation skills
Competencies:

– In-depth knowledge of urbanization theories, economic development, and spatial planning
– Proficiency in research, analysis, and drafting technical reports
– Ability to work collaboratively in a team environment and prioritize organizational goals
